Skill Learning
Skill Learning requires a certain amount of ICE. It has three results: fail, learn new skills successfully, and replace.
Mechs can only learn one rage skill at most. If the mech has successfully learned a rage skill, it can no longer learn other rage skills.
After the mech already has a skill, in the next learning the learned skill may be replaced. Theoretically, a mech can have at most 10 skills.
Level up of mechs can increase the success rate of learning skills with a high probability. For each level of the mech, the success rate of learning skills will increase by 5%. If the number of skills the mech possesses currently is 2 and the level of it is 3, the probability of success in learning skills is:
P (Success) = 50% * (1 + 5% * 2) = 55%
P (Fail) = (1 - 55%) * (30% / 50%) = 27%
P (Replace) = 1 - 55% - 27% = 18%
